E-constat in Algeria: the accident report goes digital

E-constat in Algeria: the accident report goes digital

After an accident, the first few hours decide everything. Yet the paper accident report still follows the same path it did thirty years ago: filled in at the roadside, often incomplete, dropped off at the branch days later, then retyped by hand at the insurer. Every step adds delay and room for error.

The e-constat — the electronic version of the amicable accident report — captures exactly the same information (drivers, circumstances, manoeuvres, point of impact, other vehicle, sketch), but as a guided flow on a smartphone: one question per screen, no field left blank. The accident location is captured automatically, and photos are requested angle by angle, with close-ups of the damage. A dedicated flow handles vehicle theft: police report receipt, sets of keys, circumstances.

For the insurer, the difference is immediate: the file arrives complete and structured, liability is computed automatically from standardised circumstances, and the survey can start without waiting for the policyholder to visit a branch. That is where the days of delay are won — and where disputes over badly filled reports disappear.

We built the e-constat inside Cetelex e-Constat Algérie, our motor claims management platform. It is installed on the insurer's own servers, in Algeria: no data and no photo is sent to any outside service, in line with Law 18-07. The e-constat is only one link in the chain — mobile filing, claim handling, surveys, fraud detection and reporting all sit on the same platform.
